If possible get one with Clock Gen. Since one of subs has to be with locked chip and Clock Gen allows you to go above 140 BCLK on those locked chips

Have you tried stock jedec just to see If It's related to memory ? While Zen+ can do +3600 some chips are dud and starts having problems above +3000

750 Dollars sound absurd for that kind of card. And It's severely cut down version of 4070 Ti (%30 Less cores) which is 800 Dollars.

66 Euros for Fractal Design Torrent Compact White TG Clear is really good price. But I don't think It will be really good for NAS. Since It's lacking 3.5 Drive slots and for NAS you will want atleast 6x of them If not +10x.
I don't know your local market but you should be able to buy old cases which should have more 3.5 Drive slots and be cheaper.
