This is most definitely a variant of CBR and definitely has no AI inferencing involved.  It's likely using customized profiles to deal with artifacts for individual games.

Yea no doubt it will be visually worse than DLSS but it just needs to be decent to be good. As long as the visual-performance trade off is reasonable, it should be a big hit. 

 

It will be interesting to see if Nvidia optimizes their drivers to run this better.
