Well Enterprise found the software i was using. For some reason i always forget the name of this app then it take me week before i remember. +1 for winaero it work great for many thing.

If both machine have the driver and higher than 100mbps ethernet port probably the wire is bad. I had some old wire that did stuff like that. Ethernet cable should run a full bandwith without any tweak on windows and linux os.
