A recent Windows 10 update is trashing framerates and causing games to stutter

..."after applying the recent update" ? No choice in the matter, at best one can delay it ? . I also noticed issues on two Win 10 machines here after the updates, and those machines never had any prior issues before the  forced update...

God, nonsense like this is why I am nervous to build this new PC with Windows 10. I purposely left my current PC on Windows 8.1 where I still have the control on how and when I do updates. Helped I wasn't playing any DX12 games.
