How long has this card been folding? Paste dries up fast on GPU's that fold constantly

Joined OCN back in 2011(Username was Boomer1990), was mostly a lurker but loved the community that OCN used to have, it felt tightknit, people seemed respectful during online discourse, and people seemed to give great advice and wanted to try and help each other out. I am starting to think about doing a computer upgrade as it has been a bit(GPU: 1080ti, CPU: 2600x), so I got curious to see if OCN has improved, and sadly saw it had not. So after digging through some old threads and finding this site, with some of the old posters I remember, the fantastic split news/posts which made OCN great I knew I had to join.

I'm playing a character a "lawful neutral" type character. In it solely for the credits and not concerned about the bigger picture or who's right or wrong. That's largely why I am avoiding the Constellation / main quest.I think any faith / religious groups I will stay clear from assuming that what Starborn is.
I'm doing the UC faction right now. I thought it would be self righteous but it's surprisingly interesting. When you start, you can walk through their museum and learn about the history of the universe from the UC perspective. The Narion War, Treaty of Narion, Colony War etc. It's insanely skewed but what I found interesting were the NPCs walking the halls of the museum calling out the BS. There was an old man, a veteran to be specific, who saw through the fallacy of their actions and was asking why they were not providing support for those who served in the Colony War. The first quest goes a bit sideways (no surprise) and it plays out like a scene from Alien.

I spent a LOT of time building my own ship and outposts. If you go Starborn, you lose EVERYTHING. You get a shitty spacehip and a special spacesuit that isn't much greater than what you might have already had. I went the pirate route and sided with the Crimson fleet at the end.

I usually buy new radiators flush them real good and then use them right away, but I recently bought a used case that came with three EK 360 rads. There was still green coolant residue inside, so I hooked up my sink adapter and ran warm tap water through them for about 15 minutes to get all the old coolant out, but I don't plan on using them right away.
I drained as much of the water out of them as I could. Would it be best to just let them air dry and store them with the ports open to air, or would it be better to cap off the ports after they are dry? I could also fill them with coolant since I have extra on hand and then cap them off.
Recommendations please.
Coolant would be ok for short term storage <1 year. Usually after cleaning, I use a heat gun over the fins for awhile till all of the moisture has evaporated then cap with stop fittings. Either way it doesn't really matter as you can remove any oxidation that may form with an acidic solution.
I mostly cap them to prevent insects from moving in more than trying to keep excess humid air out.

Tried removing the Acoustic limit? Set to 0MHz and see. Though it already looks like the fan speed is maxing per your sensors tab. I can't tell if power target relates to fan or the card. Maybe try 100% to see if there is a difference.
*Edit, I think max fan speed should be somewhere over 4000RPM, so you might be right.

T-1 Hour till the end of this competition. It looks like we are going to place 7th, one spot better than last year. I am very proud of the participation and commitment from everyone this year. EHW is still a very small fish swimming in a large pond with these heavy hitting XOC teams and we accomplished more than I thought we could. We managed to stay in the top three for 90% of the tournament length and gained attention and a few extra members to our cause due to that. I look forward to next year! GG's guise!

Just bought a z590 Hero board as well for $250 brand new sealed in box. Upgrading my 3080 to a 3090, hopefully will serve me well for atleast 3 more years.
