Why doesn't Microsoft just allow custimization of the UI?  There's a .dll theme patcher, but it's still limited and at times is over written during updates.

Would be nice if they did. Either they do not allow it due to possible issues with updates down the line, I mean let's fact it, MS has a good track record of borking their own OS. Or, they just do not foresee the overall need to allow it which is more likely. Most Windows users are your average joe who just wants it to work and has no interest in customizing or "playing" with it, no demand, no feature.

I rather like the new look, granted I am not using it yet on my machine but so far the screenshots look appealing.

It's a security thing. On windows 8 this was an big issue, lot of people used programs to add a replacement start button back in and with that came a lot of virus issues. It wasn't too often that I encountered customers with viruses on windows 8 machines but almost without exception it was always accompanied by a UI alteration.

That's because the only way to change the UI is to use some sort of "patcher" that could be doing other things than changing the UI.  If they used a .css filie that wouldn't happen.  It would be user editable and easy to share.... you can see that it's not doing anything sketchy. 

 

This is a small sample of a Gnome Shell theme.  It's no different than a web site .css file.
