Windows Settings is still going to be a thing, so what exactly is this?  Change the name and add some additional shortcuts.  Even more amusing is the fact that now you have a shortcut to the "Control Panel" located inside the new "Administrative Tools" folder. ?

 

Maybe this is just an incremental change along the road to actually having all the settings and tools in one place, instead of the split personality that has been going on since Windows 8.
