How to completely permanently disable all history of all types completely from my Microsoft Account, like Google allows.  Microsoft seems not to allow such a thing.

Can you give an example of the kind of history it is tracking/keeping?

Bing search history & browsing history, it's all being saved & synced even if I uncheck mark box the "Do not sync history".  It still shows up in Windows search history...

Even though you have now disabled it, it does not mean it will clear it. You have just stopped further syncing of history. 

 

Since disabling syncing, have you manually cleared your history? Once cleared, it should not return since you disabled Sync. 

 

It it does, could be a bug and the only workaround would be to disable/kill Edge and use another browser.

Oh that is general Windows Explorer history, mixed with some search. 

 

You can clear Windows Explorer history with something like CCleaner
