Why is my Win11 so slow after a reinstall from previous Inaccessible Boot Device Blue Screen?

 

I installed a Windows update & it corrupted my windows installation stating inaccessible boot device after a reboot.  So I troubleshooted it for a couple hours and eventually gave up and reinstalled.

 

Now everything is running so slow on my Ryzen 3700X 4.5ghz 32gb ddr4-3200 infinity fabric 1600 and a windows drives spaces stripe dual 3tb for 6tb total getting a reported 725MB/s read and 112MB/s write, which the write seems low.  Also my nvme ssd is running slow too it's a samsung 970 evo 500gb.  Everything opens really slow and takes ages to complete the operation, unlike before it completed quickly.

Windows 11 Enterprise LTSC loT 24H2 is laggy as hell now after a fresh installation, all tasks are ultra slow.  It's not hitting the HDDs or NVME SSD or the cpu threads at all and its sitting at like 38*C on the CPU.  This is normally fast.
