I do wonder if the card was damaged from the initial boot without any cooling?  It's easy enough to strap on any heatsink to the die.  With all the invested effort, it was foolish to drop caution.

I saw this earlier, shame that it is only semi stable. Testing without any means of cooling was indeed foolish after all that effort.

 

As for the instability it is still possibly a hardware issue or BIOS. They say the BIOS seems fine but at the end of the day it was never meant to address 16Gb of VRAM.
