Popped a 3070 Ti into my folding rig so that should be a healthy PPD boost. I think now I'm looking at a little over 15M total PPD on days when I don't do a lot of gaming. However, since it's crammed in there with my ETF 1070 Ti, and I gave it the upper slot, it runs pretty dang hot. Like "high 80s C with 100% fan speed" hot. So naturally, it's thermally throttling itself a bit, which I know it's designed to do. However, is it acceptable to be in a state of thermally throttling 24/7? I'd rather not kill this card prematurely. I can look into undervolting if necessary.

I don't know if it's acceptable for the health of the card, but I know I wouldn't do it.
I'd look at a way to separate the cards, but I don't know if that's possible in your case. 
With a 3090 for instance I like to move the card away from the motherboard with a riser so it has all the airflow, in my main system it made a 7°C difference after vertically mounting it with the same ambient and fan speed.

So that folding rig is at home two hours away, so I wont be able to fiddle with it physically for a little bit, but that definitely puts an idea in my head for a long-term solution. It's set up in an open top HAF XB right now, and I bet it wouldn't be too hard to rig up a small aluminum extrusion frame held on with some 3D printed brackets. Definitely something I'll look into for later.

Since you are running it in an open top bench, the easiest thing to do would be to rig up a fan or two directly above the GPU.  This will force air down between the cards and add some fresh air for the intake of the top card.  I've had lots of open bench machines running all out 24/7, and increasing the airflow directly to the top GPU will probably knock the temps down 10°C or so.

I thought about doing that but I didn't think we had a spare fan lying around. Didn't expect it to make that much of a difference, if that's the expected improvement then I may ask the folks back at home to see if they could set something up for me.
