It is in practice a brilliant idea, but as per what the article states, this is a possible privacy concern and you have to trust both Apple and Google will stick to this ''Opt In'' method and abide by that.

That was my initial thought as well. Collaboration between two of the companies that warrant the most concern as far as privacy goes is a bit daunting.
