I would be more worried about your MOBO PCI-e slot than the card. That card can handle 120w no problem if properly cooled.

I think you are probably right. I have come to the same conclusion. I have felt for awhile now that newer drivers were limiting vBIOS tweaking. I would see if you can find older drivers. Or perhaps use DDU, re-start and see if you can flash the card on the default windows GPU drivers without installing up to date ones.

Good point on the 12900KS variants, they should be SP 100+. Meaning they should all be able to hit 5.3GHz all core at <1.45v. I have no idea how well it folds though. I am leaning towards 5950x as well. Purely from a TDP/heat POV.
