Yes but for some reason i think it would throttle really bad if someone ran a d15 with a 13700k/13900k in a small case.

How it "Could" perform and how it "Actually" performs are two different things. If a person opts for this style card and doesn't have the cooling capacity/knowledge then it's not the fault of the card.

Also let's just talk about the fact gamers should not be buying this kind of card. This blower style is definitely for server/machine learning use cases where they are trying to exhaust any hot air and not necessarily caring about the noise profile of the cooler.

True but at the same time a psu is rated to run at 50c.  Those damn blower card are just failure if everything running ways too hot for reliability in a hot case. Probably why nvidia did not allow blower design.

 

Server would work for sure with the insane airflow in most newer system.

4090s do have their uses in workstations and productivity as well, but for serious gaming and with oc, I wouldn't even want to think about a blower-cooled model...certainly not with a custom vbios that pulls between 650 W and 700 W (some go to 1 kW), rather than the lower-tier 450 W max. Even then, the noise must be deafening. With extensive water-cooling, temps can be controlled easily enough, but a single blower is best for the workstation crowd, preferably with the system in a separate, air-conditioned room.
